    Housing Initiatives Program SuperNOFA Application Kit

    SUMMARY: The proposed information collection requirement concerning the 
    Fair Housing Initiatives Program will be submitted to the Office of 
    Management and Budget (OMB) for review, as required by the Paperwork 
    Reduction Act. The Department is soliciting public comments on the 
    subject proposal.

    SUPPLEMENTARY INFORMATION: The Department is submitting the proposed 
    information collection to OMB for review, as required by the Paperwork 
    Reduction Act of 1995 (44 U.S.C. Chapter 35, as amended).
        This Notice is soliciting comments from members of the public and 
    affecting agencies concerning the proposed collection of information 
    to: (1) Evaluate whether the proposed collection of information is 
    necessary for the proper performance of the functions of the agency, 
    including whether the information will have practical utility; (2) 
    Evaluate the accuracy of the agency's estimate of the burden of the 
    proposed collection of information; (3) Enhance the quality, utility, 
    and clarity of the information to be collected; and (4) Minimize the 
    burden of the collection of information on those who are to respond, 
    including through the use of appropriate automated collection 
    techniques or other forms of information technology, e.g., permitting 
    electronic submission of responses.

        Title: Fair Housing Initiatives Program SuperNOFA Application Kit 
    and Reporting/Recordkeeping Requirements.
        Office: Fair Housing and Equal Opportunity.
        Description of the Need for the Information and Its Proposed Use: 
    The information required by the application kit will assist projects 
    and activities that increase compliance with the Fair Housing Act and 
    substantially equivalent State and local fair housing laws. In 
    addition, it will help the Department to provide funds to public and 
    private agencies involved in administering programs to prevent or 
    eliminate discriminatory housing practices. This program (FHIP) will 
    carry out these fair housing enforcement and/or education and outreach 
    activities under the following initiatives: Administrative Enforcement, 
    Private Enforcement, Education and Outreach, and Fair Housing 
    Organizations. The information collected from quarterly and final 
    reports and enforcement logs will enable the Department to evaluate the 
    performance of agencies that receive funding and determine the impact 
    of the program on preventing and eliminating discriminatory housing 
    practices. These grants are authorized under Section 561 of the Housing 
    and Community Development Act of 1967 (42 U.S.C. 3616 note, established 
    the Fair Housing Initiatives Program (FHIP) and the implementing 
    regulations are found at 24 CFR part 125.

        Reporting Burden: The Department estimates that the application 
    kit, quarterly report, final report, and enforcement log, will have the

        The number of respondents is based on the total number of 
    applications received under all initiatives. The number of hours per 
    response is an average based on grantee estimates of time to review 
    instructions, search existing data sources, prepare required responses 
    to the application kit, and assemble exhibits.

        Estimates are based on 70 of 400 applications funded, thus, 70 
    respondents will report 4 times annually on program performance and 
    financial status. Approximately half of applicants funded include 
    enforcement activities requiring completion of the enforcement log. 
    Hours per response are averages based on grantee estimates of time to 
    review instructions, search existing data sources, gather and maintain 
    the data needed, and complete or respond to and review the collection 
    of information. Actual time may vary because of differences in 
    activity, size, or complexity of grant, and depending on whether 
    grantee automates format.
        Status of the proposed information collection: Extension.
