DATE PREVIOUSLY ANNOUNCED:  October 20, 1999.

CHANGE IN THE MEETING: Cancellation.
    The open meeting scheduled for Wednesday, October 27, 1999 at 10:00 
a.m., has been canceled. The subject of this meeting was an appeal by 
the

Division of Enforcement from an administrative law judge's initial 
decision. The law judge dismissed an administrative proceeding against 
Russell Ponce.
    The open meeting scheduled for Wednesday, October 27, 1999 at 2:00 
p.m. has been canceled. The subject of this meeting was consideration 
of whether to issue a release requesting comments regarding when or 
under what conditions the Commission should accept financial statements 
of foreign private issuers that are prepared using standards 
promulgated by the International Accounting Standards Committee.
    At time, changes in Commission priorities require alterations in 
the scheduling of meeting items. For further information and to
