AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition by Tri County
Broadcasting Company, Inc., proposing the allotment of Channel 296A at
Tullahoma, Tennessee, as the community's second local FM service.
Channel 296A can be allotted to Tullahoma in compliance with the
Commission's minimum distance separation requirements with a site
restriction of 11.5 kilometers (7.1 miles) west in order to avoid
short-spacing conflicts with the licensed sites of Station WSKZ(FM),
Channel 293C, Chattanooga, Tennessee; Station WBLG(FM), Channel 296C2,
Smith Grove, Kentucky and to Station WQLT(FM)'s construction permit for
Channel 297C1, Florence, Alabama. The coordinates for Channel 296A at
Tullahoma are 35-20-55 and 86-20-13.
DATES: Comments must be filed on or before December 9, 1996, and reply
comments on or before December 24, 1996.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
