Activities: Revision of a Currently Approved Collection; Comment
Request
ACTION: Notice of information collection under review; simplified
request for advance or reimbursement.

The Department of justice (DOJ), Office of Justice Programs, Bureau
of Justice Assistance has submitted the following information
collection request to the Office of Management and Budget (OMB) for
review and approval in accordance with the emergency procedures of the
Paperwork Reduction Act of 1995. Emergency review and approval of this
collection has been requested from OMB by November 1, 1996. If granted,
the emergency approval is only valid for 180 days.
This information collection was previously published in the Federal
Register on January 30, 1996, and 60 days was allowed for public
comment. No comments were received by the Office of Justice Programs.
In addition to requesting emergency approval, this notice also serves
as the 30 day notice requesting public comments.
Written comments and/or suggestions regarding item(s) contained in
this notice, especially regarding the estimated public burden and
associated response time, should be directed to OMB, Office of
Information and Regulatory Affairs, Attention: Department of Justice
Desk Officer, Washington, DC 20530. Additionally, comments may be
submitted to OMB via facsimile to 202-395-7285. Comments may also be
submitted to the Department of Justice (DOJ), Justice Management
Division, Information Management and Security Staff, Attention:
Department Clearance Officer, Suite 850, 1001 G Street, NW.,
Washington, DC 20530. Comments may be submitted to the Department of
Justice via facsimile to 202-514-1590. Written comments and suggestions
from the public and affected agencies should address one or more of the
following:
(1) evaluate whether the proposed collection of information is
necessary for the proper performance of the functions of the agency/
component, including whether the information will have practical
utility;
(2) evaluate the accuracy of the agencies/components estimate of
the burden the proposed collection of information, including the
validity of the methodology and assumptions used;
(3) enhance the quality, utility, and clarity of the information
collection;
(4) minimize the burden of the collection of information on those
who are to respond, including through the use of appropriate automated,
electronic, mechanical, or other technological collection techniques or
other forms of information technology, e.g., permitting electronic
submission of responses.
The proposed collection is listed below:
(1) Type of information collection: Reinstatement, with change, of
a previously approved collection for which approval has expired.
(2) The title of the form/collection: Simplified Request for
Advance or Reimbursement.
(3) The agency form number, if any, and the applicable component of
the Department sponsoring the collection: Form: H-3. Office of Justice
Programs, Bureau of Justice Assistance, United States Department of
Justice.
(4) Affected public who will be asked or required to respond, as
well as a brief abstract: Primary: Not-for-profit institutions. Others:
Individuals or households, Business or other for profit, State and
Local governments. The information collected is used to process request
for payments to recipients of agency funds, either through advance or
reimbursement. Upon receipt, review, and approval of the H-3, the
agency will notify Treasury either to electronically send funds to the
grantee's bank account or to issue and mail a Treasury check.
(5) An estimate of the total number of respondents and the amount
of time estimated for an average respondent to respond: 10,000
responses at 0.25 hours, or 15 minutes per response.
(6) An estimate of the total public (in hours) associated with the
collection: 30,000 annual burden hours.
Public comment on this proposed information collection is strongly
encouraged.
