Approval and Promulgation of Implementation Plans North Carolina:
Approval of Revisions to the State Implementation Plan
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: On March 23, 1995, the State of North Carolina, through the
North Carolina Department of Environment, Health and Natural Resources,
submitted revisions to the North Carolina State Implementation Plan
(SIP). These revisions are the adoption of amendments to rules 15A NCAC
2D .0501 Compliance With Emission Control Standards, .0516 Sulfur
Dioxide Emissions From Combustion Sources, and .0530 Prevention Of
Significant Deterioration. These revisions were the subject of public
hearings held on March 28 and 30, 1994. In the final rules section of
this Federal Register, the EPA is approving the State's SIP revision as
a direct final rule without prior proposal because the EPA views this
as a noncontroversial revision amendment and anticipates no adverse
comments. A detailed rationale for the approval is set forth in the
direct final rule. If no adverse comments are received in response to
this proposed rule, no further activity is contemplated in relation to
this proposed rule. If EPA receives adverse comments, the direct final
rule will be withdrawn and all public comments received will be
addressed in a subsequent final rule based on this proposed rule. The
EPA will not institute a second comment period on this document. Any
parties interested in commenting on this document should do so at this
time.
