Agenda and Notice of Public Meeting of the Colorado Advisory
Committee
Notice is hereby given, pursuant to the provisions of the rules and
regulations of the U.S. Commission on Civil Rights, that a meeting of
the Colorado Advisory Committee will be held on October 25, 1995, from
1-4 p.m., at the Mile High Center, Tower 1, 1700 Broadway, Suite 490,
Denver, Colorado 80290. The purpose of meeting is to plan future
activities and discuss civil rights developments.
Persons desiring additional information, or planning a presentation
to the Committee, should contact Committee Chairperson Joseph Archese,
303-556-3139, or John F. Dulles, Director of the Rocky Mountain
Regional Office, 303-866-1040 (TDD 303-866-1049). Hearing-impaired
persons who will attend the meeting and require the services of a sign
language interpreter should contact the Regional Office at least five
(5) working days before the scheduled date of the meeting.
The meeting will be conducted pursuant to the provisions of the
rules and regulations of the Commission.

Regulations and Procedures Technical Advisory Committee;
Partially Closed Meeting
A meeting of the Regulations and Procedures Technical Advisory
Committee will be held October 26, 1995, 9:00 a.m., in the Herbert C.
Hoover Building, Room 3884, 14th Street, NW., Washington, D.C. The
Committee advises the Office of the Assistant Secretary for Export
Administration on implementation of the Export Administration
Regulations (EAR) and provides for continuing review to update the EAR
as needed.
Agenda
Open Session
1. Opening Remarks by the Chairman.
2. Presentation of Papers or Comments by the Public.
3. Update on Bureau of Export Administration initiatives.
4. Presentation/discussion on reform of the Export Administration
Regulations (EAR).
5. Update on status of the New Forum.
6. Reports from working groups.
7. Discussion of work plans.
Closed Session
8. Discussion of matters properly classified under Executive Order
12356, dealing with the U.S. export control program and strategic
criteria related thereto.
The General Session of the meeting will be open to the public and a
limited number of seats will be available. To the extent that time
permits, members of the public may present oral statements to the
Committee. Written statements may be submitted at any time before or
after the meting. However, to facilitate the distribution of public
presentation materials to the Committee members, the Committee suggests
that presenters forward the public presentation materials two weeks
prior to the meeting date to the following address: Ms. Lee Ann
Carpenter, TAC Unit/OAS/EA, Room 3886C, Bureau of Export
Administration, U.S. Department of Commerce, Washington, D.C. 20230.
The Assistant Secretary for Administration, with the concurrence of
the delegate of the General Counsel, formally determined on December
22, 1994, pursuant to section 10(d) of the Federal Advisory Committee
Act, as amended, that the series of meetings or portions of meetings of
the Committee and of any Subcommittees thereof, dealing with the
classified materials listed in 5 U.S.C. 552b(c)(1) shall be exempt from
the provisions relating to public meetings found in section 10 (a)(1)
and (a)(3), of the Federal Advisory Committee Act. The remaining series
of meetings or portions thereof will be open to the public.
A copy of the Notice of Determination to close meetings or portions
of meetings of the Committee is available for public inspection and
copying in the Central Reference and Records Inspection and copying in
the Central Reference and Records Inspection Facility, Room 6020, U.S.
Department of Commerce, Washington, D.C. For further information, call
