    Notice Pursuant to the National Cooperative Research and 
    Production Act of 1993--IOPS.ORG Project
    
        Notice is hereby given that, on July 2, 1997, pursuant to Section 
    6(a) of the National Cooperative Research and Production Act of 1993, 
    15 U.S.C. 4301 et seq. (``the Act''), the Corporation For National 
    Research Initiatives (``CNRI'') has filed written notifications on 
    behalf of a Joint Venture between CNRI and participants known as the 
    IOPS.ORG (``IOPS'') Project simultaneously with the Attorney General 
    and the Federal Trade Commission disclosing (1) the identities of the 
    parties and (2) the nature and objectives of the venture. The 
    notifications were filed for the purpose of invoking the Act's 
    provisions limiting the recovery of antitrust plaintiffs to actual 
    damages under specified circumstances. Pursuant to Section 6(b) of the 
    Act, the identities of the parties are CNRI, Reston, VA; ANS CO+RE 
    Systems, Inc., Elmsford, NY; AT&T Corporation, Basking Ridge, NJ; BBN 
    Corporation, Cambridge, MA; EarthLink Network, Inc., Pasadena, CA; GTE 
    Intelligent Network Services Incorporated, Irving, TX; MCI 
    Telecommunications, Washington, DC; NETCOM On-Line Communications 
    Services, Inc., San Jose, CA; PSINet, Inc., Herndon, VA; Sprint 
    Communications Company, L.P., Kansas City, MO; and UUNET Technologies, 
    Inc., Fairfax, VA.
        The nature of the Project will be to promote, in the public 
    interest, industry cooperation on the joint engineering efforts to help 
    ensure an operational global Internet, by addressing issues that 
    require coordination and information-sharing across and among Internet 
    service providers, and to support engineering analysis, system 
    simulation and testing, and interaction with other groups and 
    organizations as appropriate for the accomplishment of its goal of 
    improving the reliability and robustness of the Internet.
