Statement of Organization, Functions and Delegations of Authority

    Notice is hereby given that I delegate to the Assistant Secretary 
for Children and Families, with authority to redelegate, the authority 
vested in the Secretary under Section 13711(a)(2) of the Omnibus Budget 
Reconciliation Act of 1993, Public Law 103-66, (August 10, 1993), for 
the Family Preservation and Support Services program, subpart 2 of 
Title IV-B, of the Social Security Act 42 U.S.C. 629, and as amended, 
now and hereafter.

    This delegation excludes the authority to issue regulations or 
submit reports to Congress. This delegation of authority is 
effective upon date of signature.

    In addition, I hereby affirm and ratify any actions taken by the 
Assistant Secretary for Children and Families or any other 
Administration for Children and Families officials which, in effect, 
involved the exercise of this authority prior to the effective date of 
this delegation.
