Detroit Edison Company; Fermi 2; Notice of Issuance of Amendment
to Facility Operating License
The U.S. Nuclear Regulatory Commission (the Commission) has issued
Amendment No. 134 to Facility Operating License No. NPF-43 issued to
the Detroit Edison Company (the licensee), for operation of Fermi 2,
located in Monroe County, Michigan.
The amendment is effective as of the date of issuance and shall be
implemented within 90 days. The implementation of the amendment
includes two license conditions that are being added to Section 2.C of
the operating license as part of the amendment.
The amendment replaces, in its entirety, the current Technical
Specifications (TSs) with a set of improved TSs based on (1) NUREG-
1433, ``Standard Technical Specifications, General Electric Plants BWR/
4,'' Revision 1, dated April 1995, including subsequent approved
changes to the standard TSs, (2) guidance provided in the Commission's
``Final Policy Statement on Technical Specifications Improvements for
Nuclear Power Reactors,'' published on July 22, 1993 (58 FR 39132), and
(3) 10 CFR 50.36, ``Technical Specifications,'' as amended July 19,
1995 (60 FR 36953). In addition, the amendment added two license
conditions to Section 2.C of the operating license that (1) require the
relocation of certain current TS requirements into licensee-controlled
documents, and (2) provide the schedule for the first performance of
surveillance requirements that are new or revised in the amendment.
The application for the amendment, as supplemented, complies with
the standards and requirements of the Atomic Energy Act of 1954, as
amended (the Act), and the Commission's rules and regulations. The
Commission has made appropriate findings as required by the Act and the
Commission's rules and regulations in 10 CFR Chapter I.
Notice of Consideration of Issuance of Amendment and Opportunity
for Hearing in connection with this action was published in the Federal
Register on August 10, 1999 (64 FR 43408). No request for a hearing or
petition for leave to intervene was filed following this notice.
The Commission has prepared an Environmental Assessment related to
the action and has determined not to prepare an environmental impact
statement. Based upon the environmental assessment, the Commission has
concluded that the issuance of the amendment will not have a
significant effect on the quality of the human environment beyond that
described in the Final Environmental Statement related to the operation
of Fermi 2 dated August 1981, and in the addendum to the Final
Environmental Statement dated March 1982. The Environmental Assessment
was published in the Federal Register on September 30, 1999 (64 FR
52800).

letters dated September 28, October 19, and December 10, 1998, and
January 8, January 26, February 24, March 30, April 8, April 30, May 7,
June 2, June 24, June 30, July 7, July 13, July 26, August 4, August
17, August 25, and September 8, 1999, (2) Amendment No. 134 to License
No. NPF-43, (3) the Commission's related Safety Evaluation and (4) the
Commission's Environmental Assessment. All of these items are available
for public inspection at the Commission's Public Document Room, the
Gelman Building, 2120 L Street, NW., Washington, DC, and at the local
public document room located at the Monroe County Library System, Ellis
Reference and Information Center, 3700 South Custer Road, Monroe,
Michigan 48161.
