SUMMARY:
In compliance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), this notice announces that the Information Collection Request (ICR) abstracted below has been forwarded to the Office of Management and Budget (OMB) for review and comment. The ICR describes the nature of the information collections and their expected burden. The Notice of Proposed Rule was published on December 19, 2001, [66 FR 65536-65567].

(1) Title: Tire Identification and Recordkeeping.
OMB Number: 2127—0503.
Type of Request: Revision as a result of a notice of proposed rulemaking.
Abstract: Each tire manufacturer must collect and maintain records of the names and address of the first purchasers of new tires. All tire dealers and distributors must record the names and addresses of retail purchasers of new tires and identification number(s) of the tires sold. A specific form is provided to tire dealers and distributors by tire manufacturers for recording this information. The completed forms returned to the tire manufacturers where they are to remain for three years after the date received by the manufacturer. Additionally, motor vehicle manufacturers are required to record the names and addresses of the first purchasers of new motor vehicles, together with the identification numbers of the tires on the new vehicles.
Affected Public: Businesses and other-for-profit institutions (tire manufacturers, dealers, and distributors).
Estimated Total Annual Burden: 271,750.
(2) Title: Consolidated Justification of Owner's Manual Requirements for Motor Vehicles and Equipment.

Type of Request: Revision as a result of a notice of proposed rulemaking .
Abstract: 49 U.S.C. 30117 authorizes the Secretary to require that manufacturers provide technical information, as for example information directed for publication in a vehicle owner's manual, related to the performance and safety specified in the Federal motor vehicle safety standards for the purposes of educating the consumer and providing safeguards against improper use. Using this authority, the agency issued the following FMVSS and regulations, specifying that certain safety precautions regarding items of motor vehicle equipment appear in the vehicle owner's manual to aid the agency in achieving many of it's safety goals.
Affected Public: Individuals, households, business, other-for-profit, not-for-profit, farms, Federal Government and State, Local, or Tribal Government.
Estimated Total Annual Burden: 1771.
