    AGENCY: National Marine Fisheries Service (NMFS), National Oceanic and 
    Atmospheric Administration (NOAA), Commerce.
    
    ACTION: Notice of public meeting.

    SUMMARY: The Atlantic Highly Migratory Species Advisory Panel (HMS AP) 
    will hold its first meeting to discuss issues in and future management 
    options for the fisheries for Atlantic HMS. The HMS AP will meet from 
    1:00 p.m. to 5:00 p.m. on October 16 and 8:00 a.m. to 5:00 p.m. October 
    17, 1997.
    
    DATES: The meetings will be held from 1:00 p.m. to 5:00 p.m. on October 
    16 and 8:00 a.m. to 5:00 p.m. October 17, 1997.
    
    ADDRESSES: The AP meeting will be held in room 1W611, 1325 East-West 
    Highway, Silver Spring, MD.

    SUPPLEMENTARY INFORMATION: The HMS AP is established under the 
    authority of the Magnuson-Stevens Fishery Conservation and Management 
    Act, 16 U.S.C. 1801 et seq. The HMS AP will assist the Secretary of 
    Commerce in collecting and evaluating information relevant to 
    development of a fishery management plan (FMP) for Atlantic tunas, 
    swordfish and sharks. All AP meetings are open to the public and will 
    be attended by members of the AP, including appointed members, 
    representatives of the five Fishery Management Councils that work with 
    HMS, and the Chair, or his representative, of the U.S. Advisory 
    Committee to the International Commission for the Conservation of 
    Atlantic Tunas. Agenda items for the HMS AP include:
        (1) Discussion of a draft issues and options (scoping) document for 
    HMS management.
        (2) Review of the requirements and schedule for developing FMPs.
        (3) Discussion of scoping meetings and scoping schedule.
        (4) Discussion of operating practices and procedures for the AP.
