Equitable Storage Company; Notice of Petition for Rate Approval
October 26, 1995.
Take notice that on October 17, 1995, Equitable Storage Company
(Equitable) filed pursuant to Section 284.123(b)(2) of the Commission's
Regulations, a petition for rate approval requesting that the
Commission approve as fair and equitable, market-based rates for firm
and interruptible storage services. Equitable states that the rates for
firm and interruptible storage services will be negotiated between
Equitable and the various shippers. Equitable intends to conduct an
open season for the initial offering to commence on November 13, 1995,
and continue through November 24, 1995.
Equitable states that it is an intrastate pipeline within the
meaning of Section 2(16) of the NGPA. Equitable is the developer and
sole owner of the Jefferson Island Underground Gas Storage Facility
(Jefferson Island) located in Iberia and Vermilion Parishes, Louisiana,
which is the subject of its petition. Equitable will commit all or a
portion of its Jefferson Island storage capacity to the performance of
storage services for third parties, including parties utilizing these
services in support of intrastate and interstate commerce. Equitable's
willingness to undertake interstate storage services is based on
Equitable's ability to do so under NGPA Section 311(a)(2), and at
negotiated, market-based rates.

Pursuant to Section 284.123(b)(2)(ii), if the Commission does not
act within 150 days of the filing date, the rate will be deemed to be
fair and equitable and not in excess of an amount which interstate
pipelines would be permitted to charge for similar transportation
service. The Commission may, prior to the expiration of the 150-day
period, extend the time for action or institute a proceeding to afford
parties an opportunity for written comments and for the oral
presentation of views, data, and arguments.
Any person desiring to participate in this rate proceeding must
file a motion to intervene in accordance with Sections 385.211 and
385.214 of the Commission's Rules of Practice and Procedures. All
motions must be filed with the Secretary of the Commission on or before
November 20, 1995. The petition for rate approval is on file with the
Commission and is available for public inspection.
