    City of Marion and Smithland, Hydroelectric Partners; Notice of 
    Availability of Final Environmental Assessment
    
    November 5, 1998.
        A final environmental assessment (FEA) is available for public 
    review. The FEA is for an application to amend the Smithland 
    Hydroelectric Project. The licensee proposes to replace the licensed 
    three large turbine/generator units with 216 small turbines and 108 
    generator units. The FEA finds that

    approval of the application would not constitute a major federal action 
    significantly affecting the quality of the human environment. The 
    Smithland Hydroelectric Project is located on an existing U.S. Army 
    Corps of Engineers Dam, on the Ohio River in Livingston County, 
    Kentucky.
        The FEA was written by staff in the Office of Hydropower Licensing, 
    Federal Energy Regulatory Commission. Copies of the FEA can be viewed 
    in the Public Reference Branch, Room 2A, of the Commission's offices at 
    888 First Street, N.E., Washington, D.C. 20426.
