    Notice of Public Information Collections being Reviewed by the 
    Federal Communications Commission.
    
    November 4, 1998.
    SUMMARY: The Federal Communications Commissions, as part of its 
    continuing effort to reduce paperwork burden invites the general public 
    and other Federal agencies to take this opportunity to comment on the 
    following information collection, as required by the Paperwork 
    Reduction Act of 1995, Public Law 104-13. An agency may not conduct or 
    sponsor a collection of information unless it displays a currently 
    valid control number. No person shall be subject to any penalty for 
    failing to comply with a collection of information subject to the 
    Paperwork Reduction Act (PRA) that does not display a valid control 
    number. Comments are requested concerning (a) whether the proposed 
    collection of information is necessary for the proper performance of 
    the functions of the Commission, including whether the information 
    shall have practical utility; (b) the accuracy of the Commission's 
    burden estimate; (c) ways to enhance the quality, utility, and clarity 
    of the information collected; and (d) ways to minimize the burden of 
    the collection of information on the respondents, including the use of 
    automated collection techniques or other forms of information 
    technology.

        Title: Section 95.861, Interference.
        Form Number: N/A.
        Type of Review: Existing collection in use without OMB control 
    number.
        Respondents: Business or other for-profit entities.
        Number of Respondents: 400.
        Estimated Time per Response: 0.5 hours.
        Frequency of Response: On occassion reporting requirements.
        Total Annual Burden: 200 hours.
        Total Annual Cost: None.
        Needs and Uses: The notification requirement contained in Section 
    95.861 requires 218-219 MHz licensees to notify all households located 
    both within a TV Channel 13 Grade B predicted contour and an 218-219 
    MHz system service area of the potential for interference to Channel 13 
    TV reception.

        Frequency of Response: Information is filed within five and ten 
    years of license grant.
        Total Annual Burden: 900 hours.
        Total Annual Cost: None.
        Needs and Uses: The requirement contained in Section 95.861 is 
    necessary for 218-219 MHz Service system licensees to file a report 
    within five and ten years of license grant to demonstrate that they 
    provide substantial service to its service areas. This collection, 
    which is currently in the rules, has been waived by an Order released 
    on January 14, 1998, (DA 98-59), for all licensees pending resolution 
    of the construction requirement by the current Notice of Proposed 
    Rulemaking, WT Docket No. 98-169, FCC 98-228. No collection have been 
    made. The NPRM proposes to reduce the regulatory burden on licensees by 
    extending the filing of a report from three years to five years.
