Endangered Species Permit Applications
AGENCY: Fish and Wildlife Service.
ACTION: Notice of receipt of permit applications.

SUMMARY: The following applicants have applied for a scientific
research permit to conduct certain activities with endangered species
pursuant to section 10 (a)(1)(A) of the Endangered Species Act of 1973,
as amended (16 U.S.C. 1531 et seq.).
Permit No. TE-018180
Applicant: Point Reyes National Seashore, Point Reyes, California
The applicant requests a permit to remove and reduce to possession
specimens of Chorizanthe valida throughout the range of the species in
conjunction with recovery efforts in order to enhance its propagation
and survival.
Permit No. TE-821401
Applicant: Brian E. Daniels, Long Beach, California
The permittee requests an amendment to take (locate and monitor
nests) the least Bell's vireo (Vireo bellii pusillus) throughout the
range of the species in conjunction with monitoring for the purpose of
enhancing its survival.
Permit No. TE-813431
Applicant: Peter Famolaro, Spring Valley, California
The permittee requests an amendment to take (color band) the least
Bell's vireo (Vireo bellii pusillus) along the Sweetwater River, San
Diego County, California, in conjunction with scientific research for
the purpose of enhancing its survival.
Permit No. TE-018907
Applicant: Stacy Jorgensen, Honolulu, Hawaii
The applicant requests a permit to remove and reduce to possession
specimens of Lipochaeta tenuifolia throughout the range of the species
in conjunction with genetic analysis in order to enhance its
propagation and survival.

Applicant: Leilani Leach, Corvallis, Oregon
The applicant request a permit to take (harass by survey, capture,
handle, collect blood, attach radio transmitters, and band) the Mariana
common moorhen (Gallinula chloropus guami) throughout the species range
in conjunction with scientific research for the purpose of enhancing
its survival.

Applicant: Patricia Campbell, Temecula, California
The permittee requests an amendment to take (harass by survey, mist
net, and band) the southwestern willow flycatcher (Empidonax trailii
extimus) throughout the range of the species in California in
conjunction with surveys for the purpose of enhancing its survival.

Applicant: Cynthia Jones, San Diego, California
The permittee requests an amendment to take (harass by survey,
collect, and sacrifice) the Conservancy fairy shrimp (Branchinecta
conservatio), longhorn fairy shrimp (Branchinecta longiantenna), vernal
pool tadpole shrimp (Lepidurus packardi), San Diego fairy shrimp
(Brachinecta sandiegonensis), and the Riverside fairy shrimp
(Streptocephalus woottoni) and take (survey by pursuit) the Quino
checkerspot butterfly (Euphydras editha quino) throughout the species
range in California in conjunction with surveys for the purpose of
enhancing their survival.

Applicant: Zentner and Zentner, Roseville, California
The applicant requests an amendment to take (harass by survey,
collect, and sacrifice) the San Diego fairy shrimp (Brachinecta
sandiegonensis) and the Riverside fairy shrimp (Streptocephalus
woottoni) throughout the species range in California in conjunction

surveys for the purpose of enhancing their survival.

Applicant: Arthur E. Davenport, Anchorage, Alaska
The permittee requests an amendment to take (harass by survey) the
San Bernardino kangaroo rat (Dipodomys merriami parvus) and take
(survey by pursuit) the Delhi Sands flower-loving fly (Rhaphiomidas
terminatus abdominalis) and Quino checkerspot butterfly (Euphydryas
editha quino) throughout each species range in California in
conjunction with surveys for the purpose of enhancing their survival.

on or before December 13, 1999.
