National Assessment Governing Board; Meeting

AGENCY: National Assessment Governing Board.

ACTION: Amendment to notice of partially closed meeting of the National 
Assessment Governing Board.

SUMMARY: This amends the notice of a partially closed meeting published 
on October 23, 1996, Vol. 61, No. 206, pages 54990-54991. The Design 
and Methodology Committee will meet in partially closed session on 
November 14, 1996. The meeting will be closed from 4:30--5:00 p.m. to 
permit the Committee to review the draft grants announcement for an 
upcoming procurement that is being sponsored by the National Center for 
Education Statistics. The Committee will review the contents of the 
grants announcement for the purpose of giving approval to the 
specifications contained in the document. Public disclosure of this 
information would likely have an adverse financial effect on the NAEP 
program. The discussion of this information would be likely to 
significantly frustrate implementation of a proposed agency action if 
conducted in open session. Such matters are protected by exemption 9(B) 
of Section 552b(c) of Title 5 U.S.C. The public is given less than 
fifteen days notice of the closed portion of this meeting because the 
document to be considered was not available for review before now.
