    Destin Pipeline Company, L.L.C. and Southern Natural Gas Company; 
    Notice of Availability of the Final Environmental Impact Statement for 
    the Proposed Destin Pipeline Project
    
    November 6, 1997.
        The staff of Federal Energy Regulatory Commission (FERC or 
    Commission) has prepared a final environmental impact statement (FEIS) 
    on the natural gas pipeline facilities proposed by Destin Pipeline 
    Company, L.L.C. and Southern Natural Gas Company in the above-
    referenced dockets and referred to as the Destin Pipeline Project.
        The staff prepared the FEIS to satisfy the requirements of the 
    National Environmental Policy Act. The staff concludes that approval of 
    the proposed project, with appropriate mitigating measures, would have 
    limited adverse environmental impact.
        The FEIS assesses the potential environmental effects of the 
    construction and operation of the following facilities in the central 
    Gulf of Mexico and Mississippi:
    
         a total of about 215.5 miles of 36-, 30-, and 16-inch-
    diameter interstate pipeline, consisting of 75.6 miles offshore 
    pipeline and 139.9 miles of onshore pipeline;
         about 27,078 horsepower of new compression at two new 
    compressor stations;
         seven new meter stations; and
         associated aboveground facilities, including a liquids 
    slug catcher, and offshore gathering platform, and a related 
    nonjurisdictional gas processing plant.
    
        The purpose of the proposed facilities is to transport up to 1 
    billion cubic feet per day of natural gas from the development of new 
    offshore deepwater production areas in the central Gulf of Mexico to 
    interconnections with six major interstate pipelines in Mississippi. 
    The proposed facilities would provide a new natural gas transportation 
    infrastructure that would avoid the overburdened pipeline systems in 
    southeastern Louisiana.
        The FEIS will be used in the regulatory decision-making process at 
    the FERC and may be presented as evidentiary material in formal 
    hearings at the FERC. While the period for filing interventions in this 
    case has expired, motions to intervene out-of-time can be filed with 
    FERC in accordance with the Commission's Rules of Practice and 
    Procedures, 18 CFR 385.214(d). Further, anyone desiring to file a 
    protest with the FERC should do so in accordance with 18 CFR 385.211.
        The FEIS has been placed in the public files of the FERC and is 
    available for public inspection at: Federal Energy Regulatory 
    Commission, Public Reference and Files Maintenance Branch, 888 First 
    Street, N.E. Washington, D.C. 20426, (202) 208-1371.
        A limited number of copies are available from the Public Reference 
    and Files Branch identified above.
        Copies of the FEIS have been mailed to Federal, state, and local 
    agencies, public interest groups, interested individuals, newspapers, 
    and parties to this proceeding.
