    The following topic was moved from the open portion to the close 
portion of the meeting:

     1996 Strategic Plan for Examinations of the FHLBanks.

    The Board determined that agency business requires its 
consideration of these matters on less than seven days notice to the 
public and that no earlier notice of these changes in the subject 
matter of the meeting was possible.
    The item moved to the closed portion of the meeting is pursuant to
