    Statoil Exploration (US) Inc. Houston, TX; Notice of Revised 
    Determination on Reopening
    
        By letter of October 5, 1999, the petitioner presented evidence not 
    previously considered in the Department's determination. Accordingly, 
    the Department reopened the petition investigation applicable to 
    workers of the subject firm.
        The initial investigation resulted in a negative determination 
    issued on September 7, 1999, based on the finding that workers of 
    Statoil Exploration (US), Inc., Houston, Texas, were not engaged in 
    exploration or production of crude oil and natural gas for U.S. 
    customers. The denial notice was published in the Federal Register on 
    October 14, 1999 (64 FR 55750).
        On reopening, an official of Statoil provided additional 
    information regarding revenues, employment and customers of the subject 
    firm. Revenues at the subject firm derived from the exploration for 
    crude oil and natural gas have declined since 1997. The level of 
    employment remained unchanged from 1997 to 1998, but declined in 1999. 
    Other new findings on reopening revealed that although the workers at 
    the subject firm worked offshore in the Gulf of Mexico, the customers 
    of the subject firm were domestic. Many of the subject firm's declining 
    customers engaged in the production of crude oil have been certified 
    eligible for FAA in the relevant time period.
    
    Conclusion
    
        After careful review of the additional facts obtained on reopening, 
    I conclude that increased imports of crude oil contributed importantly 
    to the declines in sales or production and to the total or partial 
    separation of workers of Statoil Exploration (US), Inc., Houston, 
    Texas. In accordance with the provisions of the Act, I make the 
    following certification:
    
        All workers of Statoil Exploration (US), Inc., Houston, Texas, 
    who became totally or partially separated from employment on or 
    after July 7, 1998 through two years from the date of this 
    certification are eligible to apply for adjustment assistance under 
    Section 223 of the Trade Act of 1974.
