2011-29936. KC Hydro LLC of New Hampshire; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

    On August 8, 2011, KC Hydro LLC of New Hampshire filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Nashua Main Street Dam Hydropower Project (Main Street Dam Project or project) to be located on Salmon Brook, near the City of Nashua, Hillsborough County, New Hampshire. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

    The proposed project would consist of the following: (1) The existing 75-foot-long, 18-foot-high Main Street dam, which is owned by Pennichuck Water Works Company and includes a 31-foot-long crested weir spillway and a 54-inch-diameter cast iron penstock; (2) the existing Salmon Brook Reservoir having a total storage capacity of 40 acre-feet and a surface area of 10-acres at the spillway elevation of 130 feet mean sea level (msl); (3) connecting new electrical Start Printed Page 71961generating equipment with total hydraulic capacity of 80 cubic feet per second (cfs) and total installed generating capacity of 0.085 megawatts to the existing penstock; (4) rehabilitating an existing intake gate structure and installing new trash racks; (5) installing 30-inch-high flashboards on the crest of the spillway; (6) excavating a new 125-foot-long tailrace; (7) installing an approximately 100-foot-long transmission line; and (8) appurtenant facilities. The estimated annual generation of the Main Street Dam Project would be 0.425 gigawatt-hours (GWH).
