    ACTION: Notice of Availability of Final Environmental Impact Statement.

    SUMMARY: This notice announces the availability of the final general 
    management plan/environmental impact statement (FEIS) for Oregon Caves 
    National Monument, Oregon. The FEIS presents the proposed action and 
    alternatives for management of the Monument for the next 15 years. The 
    proposed action best satisfies the Monument and NPS mission, as well as 
    the Monument's long-term management objectives.
        The draft environmental impact statement (DEIS) for this action was 
    released for public review on January 16, 1998 (Federal Register, Vol. 
    63, No. 11) and the public comment period closed on March 13, 1998. The 
    FEIS includes the four alternative strategies for the protection, 
    public use and management of Monument resources that were in the DEIS, 
    with modifications based on public comment received, additional issues 
    raised, and further impact analysis.
        The FEIS is contained in two volumes. The four alternatives and 
    environmental consequences are in Volume I; letters and summaries of 
    oral comments received from agencies, elected officials, and 
    organizations are reprinted in Volume II. Letters from individuals and 
    responses to substantive comments also are included in Volume II.
    
    SUPPLEMENTARY INFORMATION: The no-action period on this FEIS will 
    expire 30 days after the Environmental Protection Agency has published 
    a notice of availability of the FEIS in the Federal Register. All who 
    submitted substantive comments on the DEIS will receive a copy of the 
    FEIS. In addition, public reading copies of the FEIS will be available
