CNG states that the purpose of its filing is to implement a
voluntary rate reduction, effective November 1, 1995, to reflect the
Appendix A rates set forth in the June 28, 1995 Stipulation and

approval of the Stipulation, which has been certified to the Commission
and is pending approval as an uncontested settlement. CNG states that
the documentation and workpapers in support of the proposed rate
reduction have been provided to the Commission, at Appendix A of the
    June 28 Stipulation.
CNG states that copies of this letter of transmittal and enclosures
are being mailed to parties to the captioned proceeding and to CNG's
    customers and interested state commissions.

filed on or before November 27, 1995. Protests will be considered by
the Commission in determining the approrpriate action to be taken, but
will not serve to make protestants parties to the proceeding. Any
person wishing to become a party must file a motion to intervene.
