Determination Under Section 2(b)(2)(D) of the 
                Export-Import Bank Act of 1945, as Amended: People's 
                Republic of China

                Memorandum for the Secretary of State

                Pursuant to section 2(b)(2)(D) of the Export-Import 
                Bank Act of 1945, as amended, I determine that it is in 
                the national interest for the Export-Import Bank of the 
                United States to extend a loan in the amount of 
                approximately $409 million in connection with the 
                purchase of U.S. equipment and services for the 
                Yangcheng coal-fired power plant in Shanxi Province, 
                the People's Republic of China.

                You are authorized and directed to report this 
                determination to the Congress and publish it in the 
                Federal Register.
