Matters to be considered:

    Summary Agenda: Because of their routine nature, no discussion of 
the following items is anticipated. These matters will be voted on 
without discussion unless a member of the Board requests that the items 
be moved to the discussion agenda.

    1. Proposed amendments to the Board's risk-based capital 
guidelines for state member banks and bank holding companies to 
exclude from Tier 1 capital net unrealized holding gains and losses 
on securities available for sale. (Proposed earlier for public 
comment; Docket No. R-0823)
    2. Proposed amendments to Regulation H (Membership of State 
Banking Institutions in the Federal Reserve System) regarding public 
welfare investments by state member banks (proposed earlier for 
public comment; Docket No. R-0838), and a corresponding Regulation Y 
(Bank Holding Companies and Change in Bank Control) interpretation 
for bank holding companies.
    3. Any items carried forward from a previously announced 
meeting.

    Discussion Agenda: PLEASE NOTE THAT NO DISCUSSION ITEMS ARE 
SCHEDULED FOR THIS MEETING.

    Note: If the items are moved from the Summary Agenda to the 
Discussion Agenda, discussion of the items will be recorded.
