    SUMMARY: This document requests comments on a petition for rule making 
    filed on behalf of Pene Broadcasting Company, Inc., licensee of Station 
    KJAE(FM), Channel 224A, Leesville, Louisiana, seeking the substitution 
    of Channel 228C3 for Channel 224A and modification of its license 
    accordingly to specify operation on the higher powered channel. 
    Coordinates for this proposal are 31-11-29 NL and 93-14-35 WL.
        Petitioner's modification proposal is consistent with the 
    provisions of Section 1.420(g)(2) of the Commission's Rules since it 
    demonstrated that an additional equivalent channel can be allotted to 
    Leesville in the event other parties indicate an interest in the 
    proposal. Therefore, we will not accept competing expressions of 
    interest in the use of Channel 228C3 at Leesville.

    comments on or before December 29, 1998.
