    Approval of Revisions to the Knox County Portion of the Tennessee SIP 
    Regarding Use of LAER for Major Modifications and Revisions to the 
    Tennessee SIP Regarding the Coating of Miscellaneous Metal Parts
    
    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Proposed rule.

    SUMMARY: The EPA proposes to take action on revisions to Sections 46.2 
    and 46.3.A. of the Knox County portion of the Tennessee State 
    Implementation Plan (SIP) which were submitted by the Tennessee 
    Department of Air Pollution Control (TDAPC), on May 23, 1995, and 
    November 13, 1998, for purposes of revising the definition for Volatile 
    Organic Compounds (VOC) and requiring the use of Lowest Achievable 
    Emission Rate (LAER) for major modifications to existing sources of 
    VOC. The EPA also proposes to approve revisions to the Tennessee SIP 
    which were submitted by TDAPC on February 12, 1999, and May 17, 1999, 
    for purposes of revising Rule 1200-3-18-.20 (Coating of Miscellaneous 
    Metal Parts) to include a standard for the touch-up of heavy-duty 
    trucks and revise the definition of ``high performance architectural 
    coating.'' In the Final Rules Section of this Federal Register, the EPA 
    is approving the State's SIP revision as a direct final rule without 
    prior proposal because the Agency views this as a noncontroversial 
    submittal and anticipates no adverse comments. A detailed rationale for 
    the approval is set forth in the direct final rule. If no adverse 
    comments are received in response to this action, no further activity 
    is contemplated. If EPA receives adverse comments, the direct final 
    rule will be withdrawn and all public comments received will be 
    addressed in a subsequent final rule based on this proposed rule. The 
    EPA will not institute a second comment period on this document. Any 
    parties interested in commenting on this document should do so at this 
    time.
