SUMMARY: Section 7(b) of the Library Services and Construction Act,
    Pub. L. 84-597, as amended (20 U.S.C. 351 et seq.), requires the
Secretary of Education to promulgate the Federal share for each State
every second fiscal year beginning with fiscal year 1971. The Federal
shares are in proportion to the State's per capita income and range
from 33 to 66 percent. Per capita income data from the Department of
Commerce for the years 1991, 1992, and 1993 have been used to establish
the Federal shares applicable to Titles I and II of the Act. The
Federal shares published in the table below are effective for the
fiscal years ending September 30, 1996, and September 30, 1997.
