Presidential Determination No. 96-57 of September 30,
1996
Drawdown of Articles, Services, and Military
Education and Training from DOD To Provide
Antinarcotics Assistance to Colombia, Venezuela, Peru,
and the Countries of the Eastern Caribbean
Memorandum for the Secretary of State [and] the
Secretary of Defense
Pursuant to the authority vested in me by section
506(a)(2) of the Foreign Assistance Act of 1961, as
amended, 22 U.S.C. 2318(a)(2) (``the Act''), I hereby
determine that it is in the national interest of the
United States to draw down articles, services, and
military education and training from the inventory and
resources of the Department of Defense for the purpose
of providing antinarcotics assistance to Colombia,
Venezuela, Peru, and the countries of the Eastern
Caribbean Regional Security System (RSS), which are:
Antigua & Barbuda, Barbados, Dominica, Grenada, St.
Kitts & Nevis, St. Lucia, and St. Vincent and the
Grenadines.
Therefore, I direct the drawdown in FY 1996 authority
of up to $75 million of articles, services, and
military education and training from the Department of
Defense for such countries for the purposes and under
the authorities of Chapter 8 of Part I of the Act.
The Secretary of State is authorized and directed to
report this determination to the Congress immediately
and to arrange for its publication in the Federal
Register.
