AGENCY: Animal and Plant Health Inspection Service, USDA.

ACTION: Notice.

SUMMARY: In accordance with the Paperwork Reduction Act of 1995, this 
notice announces the Office of Management and Budget's approval of a 
collection of information contained in the Animal and Plant Health 
Inspection Service final rule amending the regulations for the humane 
treatment of dogs under the Animal Welfare Act by removing the 
provisions for tethering dogs as a means of primary enclosure.

SUPPLEMENTARY INFORMATION:

Background

    On August 13, 1997, we published in the Federal Register (62 FR 
43272-43275, Docket No. 95-078-2) a final rule amending the regulations 
at 9 CFR parts 1 and 3, ``Humane Treatment of Dogs; Tethering.'' This 
rule contains information collection requirements. On October 3, 1997, 
the Office of Management and Budget (OMB) approved the collection of 
information requirements with respect to this final rule under OMB 
control number 0579-0093 (expires April 30, 2000).
