    Approval and Promulgation of State Plans for Designated 
    Facilities and Pollutants: Oklahoma
    
    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Proposed rule.

    SUMMARY: The EPA is approving the Oklahoma State Plan for control of 
    air emissions from existing municipal waste combustors. The plan 
    provides for implementation and enforcement of the Emissions Guidelines 
    applicable to existing Municipal Waste Combustors with capacity to 
    combust more than 250 tons per day of municipal solid waste. In the 
    final rules section of this Federal Register, EPA is approving the 
    State Plan as a direct final rule without prior proposal because the 
    Agency views this as a noncontroversial amendment and anticipates no 
    adverse comments. A detailed rationale for the approval is set forth in 
    the direct final rule. If no adverse comments are received in response 
    to this action, no further activity is contemplated in relation to this 
    rule. If EPA receives adverse comments, the direct final rule will be 
    withdrawn, and all public comments received will be addressed in a 
    subsequent final rule based on this proposed rule. The EPA will not 
    institute a second comment period on this action. Any parties 
    interested in commenting on this action should do so at this time.

    Register for a detailed description of the Oklahoma State Plan.
    
    DATES: Comments must be received by December 7, 1998. If no adverse 
    comments are received, then the direct final rule is effective on 
    January 5, 1999.
