    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Notice of public meeting.

    SUMMARY: Under the Federal Advisory Committee Act, Public Law 92463, 
    EPA gives notice of a meeting of the National Advisory Council for 
    Environmental Policy and Technology's (NACEPT) Reinvention Criteria 
    Committee. NACEPT provides advice and recommendations to the 
    Administrator of EPA on a broad range of environmental policy issues.
        The NACEPT Reinvention Criteria Committee(RCC) has been asked to 
    help the Agency understand how incentives can be used most successfully 
    to inspire firms, companies, communities, and individuals to go beyond 
    mere compliance with existing regulations and to begin the process of 
    addressing outstanding environmental problems. In particular, the 
    committee is focusing on the following questions:
         What opportunities exist for EPA to use incentives to 
    promote environmental stewardship in industry? In local communities? In 
    the general public?
         How can EPA evaluate the effectiveness of incentives to 
    encourage environmental stewardship that leads to improved 
    environmental results? How can EPA measure the impact that incentives 
    have on public confidence? What criteria should be used to decide 
    whether the use of incentives is appropriate?
         How can the concept of performance ladders be used to 
    tailor incentives most effectively?
        This meeting is being held to provide the EPA with perspectives 
    from representatives of state, local, and tribal governments, 
    environmental organizations, academia, industry, and NGOs.
    
    DATES: A two-day public meeting will be held Tuesday, December 8 and 
    Wednesday, December 9, 1998 from 8:30 am to 5:00 pm.
    
    ADDRESSES: The RCC will hold a two-day public meeting at the Embassy 
    Suites Hotel, located at 1900 Diagonal Road in Alexandria,VA. Materials 
    or written comments may be transmitted to the committee through

    NACEPT RCC, U.S. EPA, Office of Cooperative Environmental Management 
    (1601F), 401 M Street, SW, Washington, D.C. 20460. There will also be 
    an opportunity for the public to make comments directly to the 
    committee during the first day of the meeting. Requests to make public 
    comments must be submitted no later than November 18, 1998 to Gwendolyn
