AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by
ALALATEX proposing the allotment of Channel 252A at Sioux Rapids, Iowa,
as the community's second local FM transmission service. Channel 252A
can be allotted to Sioux Rapids in compliance with the Commission's
minimum distance separation requirements without the imposition of a
site restriction as petitioner's requested site. The coordinates for
Channel 252A at Sioux Rapids are North Latitude 42-53-21 and West
Longitude 95-08-53 .
DATES: Comments must be filed on or before January 25, 1999, and reply
comments on or before February 9, 1999.

Notice of Proposed Rule Making, MM Docket No. 98-220, adopted November

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
