Notice of Opportunity to Comment on the Scope of the Antidumping
Duty Investigation of Certain Tin Mill Products From Japan

Background
On November 30, 1999, the Department of Commerce (``the
Department'') published a notice of initiation for the antidumping duty
investigation of certain tin mill products from Japan (64 FR 66892).
Omitted from this initiation notice was the Department's invitation for
public comment on the scope of the investigation. The Department is now
seeking public comment on the scope of the investigation.
Scope of Investigation
The scope of this investigation includes tin mill flat-rolled
products that are coated or plated with tin, chromium or chromium
oxides. Flat-rolled steel products coated with tin are known as tin
plate. Flat-rolled steel products coated with chromium or chromium
oxides are known as tin-free steel or electrolytic chromium-coated
steel. The scope includes all the noted tin mill products regardless of
thickness, width, form (in coils or cut sheets), coating type
(electrolytic or otherwise), edge (trimmed, untrimmed or further
processed, such and scroll cut), coating thickness, surface finish,
temper, coating metal (tin, chromium, chromium oxide), reduction
(single-or double-reduced), and whether or not coated with a plastic
material.
The merchandise subject to this investigation is classified in the
Harmonized Tariff Schedule of the United States (``HTSUS''), under
HTSUS subheadings 7210.11.0000, 7210.12.0000, 7210.50.0000,
7212.10.0000, and 7212.50.0000 if of non-alloy steel and under HTSUS
subheadings 7225.99.0090, and 7226.99.0000 if of alloy steel. Although
the subheadings are provided for convenience and Customs purposes, our
written description of the scope of this investigation is dispositive.
During our review of the petition, we discussed the scope with the
petitioners to ensure that the scope in the petition accurately
reflects the product for which the domestic industry is seeking relief.
Moreover, as we discussed in the preamble to the Department's
regulations (62 FR 27323), we are setting aside a period for parties to
raise issues regarding product coverage. The Department encourages all
parties to submit such comments within 20 days of the publication of
this notice. Comments should be addressed to Import Administration's

The period of scope consultations is intended to provide the
Department with ample opportunity to consider all comments and consult
with parties prior to the issuance of the preliminary determination.
