Reportable Quantities: Removal of Caprolactam From the List of
CERCLA Hazardous Substances
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: The Environmental Protection Agency (EPA) proposes to amend
regulations under the Comprehensive Environmental Response,
Compensation, and Liability Act of 1980, as amended, to remove
caprolactam (CAS No. 105-60-2) from the list of CERCLA hazardous
substances. Today's action follows the removal of caprolactam from the
list of hazardous air pollutants (HAPs) under section 112(b)(1) of the
Clean Air Act Amendments of 1990.
In the Rules and Regulations section of today's Federal Register,
EPA is approving this action as a direct final rule without a prior
proposal because EPA views this action as noncontroversial and
anticipates no adverse comments. The rationale for approving this
action is set forth in the direct final rule. If no adverse written
comments are received in response to the direct final rule, no further
activity is contemplated in relation to this proposed rule. If EPA
receives adverse written comments, EPA will withdraw the direct final
rule before its effective date by publishing a timely withdrawal in the
Federal Register. All public comments received will be addressed in a
subsequent final rule based on this proposed rule. EPA will not
institute a second comment period on this action. Any parties
interested in commenting on this action should do so at this time.
