    SUMMARY: The Farm Credit Administration (FCA) Board extends the comment 
    period on the proposed rule that would allow Farm Credit System (FCS) 
    customers to do business with the FCS association of their choice. The 
    FCA Board extends the comment period on the proposed rule for 90 more 
    days so interested parties have additional time to provide comments.

    SUPPLEMENTARY INFORMATION: On November 9, 1998, we published a proposed 
    rule in the Federal Register to amend regulations in parts 611, 614, 
    and 618 so farmers, ranchers, and other eligible customers could seek 
    financing and related services from any FCS lender operating under 
    title I or II of the Farm Credit Act of 1971, as amended. The rule 
    proposes to eliminate geographic barriers that often prevent a Farm 
    Credit System lender from serving customers beyond its designated 
    territory. At the same time, the rule continues to ensure that every 
    eligible customer will have access to FCS credit and related services. 
    The comment period will expire on February 8, 1999. See 63 FR 60219, 
    November 9, 1998. In response to several requests, we now extend the 
    comment period until May 10, 1999, so you will have more time to
