    December 9, 1998.
        The Federal Communications Commission (FCC) has received Office of 
    Management and Budget (OMB) approval for the following public 
    information collection pursuant to the Paperwork Reduction Act of 1995, 
    Pub. L. 104-13. An agency may not conduct or sponsor a collection of 
    information unless it displays a currently valid control number. Not 
    withstanding any other provisions of law, no person shall be subject to 
    any penalty for failing to comply with a collection of information 
    subject to the Paperwork Reduction Act (PRA) that does not display a 
    valid control number. Questions concerning the OMB control numbers and

        Title: Requests for Waiver of Section 20.18(c) of the Commission's 
    Rules Regarding Compatibility with Enhanced 911 Emergency Calling 
    Systems.
        Form No.: N/A.
        Estimated Annual Burden: 72,000 annual hours; .40 hours per 
    response; 1,800 responses.
        Needs and Uses: The various coordination, certification, and 
    consent requirements will ensure licensee compliance with Commission 
    rules and regulations, and ensure that licensees continue to fulfill 
    their statutory responsibilities in accordance with the Communications 
    Act of 1994. The requirements will also help to ensure that individuals 
    who use TTY devices will be able to utilize such devices to make 
    emergency 911 calls.
