        Note: The Nuclear Regulatory Commission is operating under a 
    delegation of authority to Chairman Shirley Ann Jackson, because 
    with three vacancies on the Commission, it is temporarily without a 
    quorum. As a legal matter, therefore, the Sunshine Act does not 
    apply; but in the interests of openness and public accountability, 
    the Commission will conduct business as though the Sunshine Act were 
    applicable.
