    ACTION: Final rule.

    SUMMARY: The Commission, at the request of Salem-Teikyo University, 
    allots Channel 277A at Salem, West Virginia, as the community's second 
    local FM transmission service (RM-8664). See 60 FR 39141, August 1, 
    1995. We also, at the request of Seven Ranges Radio Company, Inc., 
    allot the counterproposal for Channel 258A at New Martinsville, West 
    Virginia, as its second local FM transmission service (RM-8697). 
    Channel 277A can be allotted to Salem in compliance with the 
    Commission's minimum distance separation requirements without the 
    imposition of a site restriction. The coordinates for Channel 277A at 
    Salem are North Latitude 39-17-00 and West Longitude 80-34-00. 
    Additionally, Channel 258A can be allotted to New

    Martinsville in compliance with the Commission's minimum distance 
    separation requirements without the imposition of a site restriction. 
    The coordinates for Channel 258A at New Martinsville are North Latitude 
    39-38-36 and West Longitude 80-51-36. See Supplementary Information, 
    infra.
    
    DATES: Effective January 29, 1996. The window period for filing 
    applications will open on January 29, 1996 and close on February 29, 
    1996.

    SUPPLEMENTARY INFORMATION: This is a synopsis of the Commission's

        Since Salem and New Martinsville are located within 320 kilometers
