Proposed Collection; Comment Request
AGENCY: Office of the Under Secretary of Defense (Personnel and
Readiness).
ACTION: Notice.

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction
Act of 1995, the Office of the Under Secretary of Defense (Personnel
and Readiness) announces the following proposed reinstatement of a
public information collection and seeks public comment on the
provisions thereof. Comments are invited on: (a) Whether the proposed
collection of information is necessary for the proper performance of
the functions of the agency, including whether the information shall
have practical utility; (b) the accuracy of the agency's estimate of
burden of the proposed information collection; (c) ways to enhance the
quality, utility, and clarity of the information to be collected; and
(d) ways to minimize the burden of the information collection on
respondents, including through the use of automated collection
techniques or other forms of information technology.
DATES: Consideration will be given to all comments received by February
24, 1996.

Title, Associated Forms, and OMB Number: Department of Defense FY
1997: Assistance to Local Educational Agencies (LEAs), 074-0388.
Need and Uses: This information collection requirement is necessary
to disperse funds to LEAs in accordance with the National Defense
Authorization Act for Fiscal Year 1997. The application requires the
LEA to: (a) Certify that they have applied for financial assistance
from all sources, including the State/Commonwealth; (b) have filed a
complete and timely application for Section 3 impact assistance to the
Secretary of Education; and (c) include a copy of their independent
audit.
Affected Public: State, Local or Tribal Government.
Annual Burden Hours: 71 hours.
Number of Respondents: 127.
Responses Per Respondent: One.
Average Burden Per Response: 33.66 minutes.
Frequency: Annually.
Summary of Information Collection
Section 386 of Public Law 102-484, as amended, provides $35 million
to the Department of Defense (DoD) for financial assistance to LEAs. In
order to establish eligibility and calculate payments, DoD relies on
data furnished by the Department of Education. Additional eligibility
information is provided through an application completed by the LEA.
The LEA is required to: (a) certify that they have applied for
financial assistance from all sources, including the State/
Commonwealth; (b) have filed a complete and timely application for
Section 3 impact assistance to the Secretary of Education; and (c)
include a copy of their independent audit.
Public Law 104-201, National Defense Authorization Act for Fiscal
Year 1997, requires that ``not later than June 30, 1997, the Secretary
of Defense shall--
(a) notify each local educational agency that is eligible for
educational agencies assistance for fiscal year 1997 of that
agency's eligibility for such assistance and the amount of such
assistance for which the agency is eligible; and (b) notify each
local educational agency that it is eligible for an educational
agencies payment for fiscal year 1997 and the amount of the payment
for which that agency is eligible.''
