Notice of Intent; Judith-Valley-Phillips Resource Management Plan
Amendment; Petroleum County, Montana
AGENCY: Department of the Interior, Bureau of Land Management.
ACTION: Notice is hereby given that the Judith-Valley-Phillips Resource
Management Plan will be amended by the Judith Resource Area, Lewistown,
Montana.

SUMMARY: The Bureau of Land Management (BLM) will amend the Judith-
Valley-Phillips Resource Management Plan (RMP) with respect to
management of public lands at the Cat Creek Oil field in Petroleum
County. The BLM proposes exchanging 80 acres of Federal surface estate
in Petroleum County for 175.44 acres of mineral estate in Flathead
County. The Federal land is legally described as the SW\1/4\NE\1/4\,
SE\1/4\NW\1/4\ of Section 14, T. 15 N., R. 29 E., P.M.M., Petroleum
County, Montana. The private mineral estate is legally described as Lot
5, Section 28; Lots 3, 7, 8, Section 29; and E\1/2\NE\1/4\, Section 32
of T. 34 N., R. 20 W., P.M.M., Flathead County, Montana.
Disposal of the Federal lands was not analyzed in the Judith-
Valley-Phillips Resource Management Plan (RMP) and associated
Environmental Impact Statement. Disposal of Federal land requires that
the specific tract be identified in the land use plan with the criteria
to be met for exchange and discussion of how the criteria have been
satisfied. This will be part of the plan amendment and environmental
assessment. The Judith Resource Area, Lewistown District, Bureau of
Land Management will prepare an environmental assessment to analyze the
effects of disposal
PUBLIC PARTICIPATION: Comments and recommendations on this notice to
amend the Judith-Valley-Phillips RMP should be received on or before
January 27, 1997.
