    MidAmerican Energy Company; Notice of Filing
    
    December 20, 1999.
        Take notice that on December 13, 1999, Commonwealth Edison Company, 
    Commonwealth Edison Company of Indiana, Inc., IES Utilities Inc., 
    Interstate Power Company and MidAmerican Energy Company (collectively 
    Petitioners) filed a Petition for Declaratory Order (Petition). 
    Petitioners request that the Commission issue an order finding that: 
    (1) an independent transmission company (ITC), as described in the 
    Petition, coupled with oversight by the Midwest Independent 
    Transmission System Operator (Midwest ISO or MISO), will meet or exceed 
    the minimum characteristics and functions for RTOs proposed in the RTO 
    NOPR or adopted in any final rule issued by the Commission during the 
    pendency of this declaratory order proceeding; (2) the incentive and 
    performance-based rate mechanisms outlined in the Petition are 
    appropriate ratemaking measures for encouraging the voluntary formation 
    of, and enhanced performance by, such an ITC; and (3) it is appropriate 
    to assign to such an ITC the RTO functions outlined in the Petition as 
    contemplated by the recently proposed Appendix I to the Midwest ISO 
    Agreement.
        Any person desiring to be heard or to protest such filing should 
    file a motion to intervene or protest with the Federal Energy 
    Regulatory Commission, 888 First Street, NE., Washington, DC 20426, in 
    accordance with Rules 211 and 214 of the Commission's Rules of Practice 
    and Procedure (18 CFR 385.211 and 385.214). All such motions and 
    protests should be filed on or before January 12, 2000. Protests will 
    be considered by the Commission to determine the appropriate action to 
    be taken, but will not serve to make protestants parties to the 
    proceedings. Any person wishing to become a party must file a motion to 
    intervene. Copies of this filing are on file with the Commission and
