SUMMARY:
In compliance with the Paperwork Reduction Act (44 U.S.C. 3501 et seq.), this document announces that an Information Collection Request (ICR) has been forwarded to the Office of Management and Budget (OMB) for review and approval. This is a request to renew an existing approved collection. The ICR, which is abstracted, below describes the nature of the collection and the estimated burden and cost.

On May 9, 2011 (76 FR 26900), EPA sought comments on this ICR pursuant to 5 CFR 1320.8(d). EPA received no comments. Any additional comments on this ICR should be submitted to both EPA and OMB within 30 days of this notice.

ICR Status: This ICR is scheduled to expire on December 31, 2011. Under OMB regulations, the Agency may continue to conduct or sponsor the collection of information while this submission is pending at OMB. An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid OMB Control Number. The OMB Control Numbers for EPA regulations are listed in 40 CFR part 9 and 48 CFR Chapter 15, and are identified on the form and/or instrument, if applicable.
Abstract: The New Source Performance Standards (NSPS) for Calciners and Dryers in Mineral Industries (40 CFR part 60, subpart UUU) were proposed on April 23, 1986 and promulgated on September 28, 1992.
The affected entities are subject to the General Provisions of the NSPS at 40 CFR part 60, subpart A, and any changes or additions to the General Provisions specified at 40 CFR part 60, subpart UUU.
These standards apply to new, modified, and reconstructed calciners and dryers at mineral processing plants that process or produce any of the following minerals and their concentrates, or any mixture of which the majority is any of the following minerals or a combination of these minerals: Alumina, ball clay, bentonite, diatomite, feldspar, fire clay, fuller's earth, gypsum, industrial sand, kaolin, lightweight aggregate, magnesium compounds, perlite, roofing granules, talc, titanium dioxide, and vermiculite. Particulate matter is the pollutant regulated under this subpart. Feed and product conveyors are not considered part of the affected facility. Facilities subject to NSPS subpart LL, Metallic Mineral Processing Plants, are not subject to this standard. There are additional processes and process units at mineral processing plants listed at section 60.730(b), which are not subject to the provisions of this subpart.
All reports are sent to the delegated state or local authority. In the event that there is no such delegated authority, the reports are sent directly to the EPA regional office. This information is being collected to assure compliance with 40 CFR part 60, subpart UUU, as authorized in sections 112 and 114(a) of Start Printed Page 80936the Clean Air Act. The required information consists of emissions data and other information that have been determined to be private.
Burden Statement: The annual public reporting and recordkeeping burden for this collection of information is estimated to average 19 hours per response. Burden means the total time, effort, or financial resources expended by persons to generate, maintain, retain, or disclose or provide information to or for a Federal agency. This includes the time needed to review instructions; develop, acquire, install, and utilize technology and systems for the purposes of collecting, validating, and verifying information, processing and maintaining information, and disclosing and providing information; adjust the existing ways to comply with any previously applicable instructions and requirements which have subsequently changed; train personnel to be able to respond to a collection of information; search data sources; complete and review the collection of information; and transmit or otherwise disclose the information.
Respondents/Affected Entities: Calciners and dryers at mineral processing plants.
Estimated Number of Respondents: 334.
Frequency of Response: Occasionally, semiannually and annually.
Estimated Total Annual Hour Burden: 6,434.
Estimated Total Annual Cost: $724,410, which includes $615,860 in labor costs, no capital startup costs; and $108,550 in operating and maintenance (O&M) costs.
Changes in the Estimates: There is an adjustment decrease in the total estimated burden hours as currently identified in the OMB Inventory of Approved Burdens. The change was due to the fact that there are no new respondents. There is, however, an increase in the estimated labor cost. The increase is not due to any program changes. The change is due to the use of the most updated labor rates.
There is a change in the capital/startup costs vs. operation and maintenance (O&M) costs, which could be attributed to the fact that no capital/startup costs are incurred because there are no new sources. The only cost that is incurred is for the O&M of the monitoring equipment.
