AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed jointly by
KBFL Broadcasting Company (``KBFL'') and KHST Broadcasting Company
(``KHST''). KBFL requests the substitution of Channel 260C3 for Channel
260A at Buffalo, Missouri, and modification of the license for Station
KBFL(FM) at coordinates 37-35-30 and 93-02-30. KHST proposes the
substitution of Channel 269A for Channel 260A at Lamar, Missouri, and
modification of the license for Station KHST(FM) at coordinates 37-25-
27 and 94-16-12. We shall propose to modify the license for Station
KBFL(FM) in accordance with Section 1.420(g) of the Commission's Rules
and will not accept competing expressions of interest for the use of
the channel or require petitioner to demonstrate the availability of an
additional equivalent class channel for use by such parties.
DATES: Comments must be filed on or before March 13, 1995, and reply
comments on or before March 28, 1995.

Provisions of the Regulatory Flexibility Act of l980 do not apply
to this proceeding.
