    SUMMARY: On November 25, 1998, HUD published a notice of funding 
    availability (NOFA) announcing: (1) the availability of approximately 
    $54,558,000 in Fiscal Year (FY) 1999 funding for the HUD-administered 
    Small Cities Program in New York State under the Community Development 
    Block Grant (CDBG) Program; and (2) the availability of a maximum of 
    approximately $200,000,000-$250,000,000 in FY 1999 funding under the 
    Section 108 Loan Guarantee program for small cities in New York State.
        On December 7, 1998, a correction notice was published to clarify 
    that the application due date for this NOFA is February 3, 1999.
        This correction notice removes language in the ``Final Selection'' 
    portion of the NOFA that is not applicable to the FY 1999 funding 
    process for this program.

    SUPPLEMENTARY INFORMATION: On November 25, 1998 (63 FR 65486), HUD 
    published a notice of funding availability (NOFA) (FR-4424) announcing:
        (1) The availability of approximately $54,558,000 in Fiscal Year 
    (FY) 1999 funding for the HUD-administered Small Cities Program in New 
    York State under the Community Development Block Grant (CDBG) Program; 
    and
        (2) The availability of a maximum of approximately $200,000,000-
    $250,000,000 in FY 1999 funding under the Section 108 Loan Guarantee 
    program for small cities in New York State.
        On December 7, 1998, a correction notice was published to clarify 
    that the application due date for this NOFA is February 3, 1999.
        This correction notice, published in today's Federal Register, 
    removes language in the ``Final Selection'' portion of the NOFA that is 
    not applicable to the FY 1999 funding process for this program. 
    Specifically, Section I.E.4 of the NOFA (``Final Selection''), which is 
    found in the first column at 63 FR 65497, contains language regarding 
    the submission of two applications. This language was in last year's 
    NOFA for this program and was appropriate because the FY 1997/1998 
    NOFA, published on December 16, 1997, solicited and authorized 
    applicants to submit a separate application for FY 1997 and 1998 
    funding. This language should have been removed from the FY 1999 NOFA 
    because, for this fiscal year, applications are for FY 1999 funding 
    only. This correction notice removes this language.
        Accordingly, FR Doc. 98-31516, Notice of Funding Availability for: 
    the HUD-Administered Small Cities Community Development Block Grant 
    (CDBG) Program--Fiscal Year 1999; and the Section 108 Loan Guarantee 
    Program for Small Communities in New York State (FR-4424-N-01), 
    published in the Federal Register on November 25, 1998 (63 FR 65486), 
    is corrected as follows:
        On page 65497, in the first column, the first paragraph of the 
    subsection titled ``4. Final Selection'' (the introductory paragraph) 
    is corrected to read as follows:
        The total points received by a project for all of the selection 
    factors are added, and the project is ranked against all other projects 
    from all applications regardless of the program areas in which the 
    projects were rated. The highest ranked projects will be funded to the 
    extent funds are available. In the case of ties at the funding line, 
    HUD will use the following criteria in order to break ties:
