Houston Lighting and Power Company, City Public Board of San
Antonio, Central Power and Light Company, City of Austin, Texas; Notice
of Withdrawal of Application for Amendment to Facility Operating
License
The U.S. Nuclear Regulatory Commission (the Commission) has granted
the request of Houston Lighting & Power Company, et al., (the licensee)
to withdraw its February 29, 1996, application for proposed amendment
to Facility Operating License No. NPF-76 for the South Texas Project,
Unit No. 1, located in Matagorda County, Texas.
The proposed amendment would have included the addition of
Technical Specification 3.10.8 to allow a one-time only extension of
the standby diesel generator (SDG) allowed outage time for a cumulative
of 21 days on ``A'' train SDG. In addition, it would have also allowed
a one-time only extension of the allowed outage time on ``A'' train
essential cooling water loop for a cumulative 7 days. This one-time
only change would have become effective on April 10, 1996, and expire
on May 15, 1996.
The Commission had previously issued a Notice of Consideration of
Issuance of Amendment published in the Federal Register on March 8,
1996 (61 FR 9502). However, by letter dated November 5, 1996, the
licensee withdrew the proposed change.
For further details with respect to this action, see the
application for amendment dated February 29, 1996, and the licensee's
letter dated November 5, 1996, which withdrew the application for
license amendment. The above documents are available for public
inspection at the Commission's Public Document Room, the Gelman
