    SUMMARY: The Deputy Chief Information Officer, Office of the Chief 
    Information Officer, invites comments on the submission for OMB review 
    as required by the Paperwork Reduction Act of 1995.
    
    DATES: Interested persons are invited to submit comments on or before 
    January 2, 1998.
    
    ADDRESSES: Written comments should be addressed to the Office of

    Officer, Department of Education, Office of Management and Budget, 725

    SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act 
    of 1995 (44 U.S.C. Chapter 35) requires that the Office of Management 
    and Budget (OMB) provide interested Federal agencies and the public an 
    early opportunity to comment on information collection requests. OMB 
    may amend or waive the requirement for public consultation to the 
    extent that public participation in the approval process would defeat 
    the purpose of the information collection, violate State or Federal 
    law, or substantially interfere with any agency's ability to perform 
    its statutory obligations. The Deputy Chief Information Officer, Office 
    of the Chief Information Officer, publishes this notice containing 
    proposed information collection requests prior to submission of these 
    requests to OMB. Each proposed information collection, grouped by 
    office, contains the following: (1) Type of review requested, e.g., 
    new, revision, extension, existing or reinstatement; (2) Title; (3) 
    Summary of the collection; (4) Description of the need for, and 
    proposed use of, the information; (5) Respondents and frequency of 
    collection; and (6) Reporting and/or Recordkeeping burden. OMB invites 
    public comment at the address specified above. Copies of the requests

        Title: Annual Report of Independent Living Services for Older 
    Individuals who are Blind.
        Frequency: Annually.

        Annual Reporting and Recordkeeping Hour Burden:
          Responses: 55.
          Burden Hours: 440.
        Abstract: Section 752(I)(2)(A) of the Rehabilitation Act Amendments 
    of 1992 (Attachment A) requires each grantee under this program to 
    submit an annual report to the Commissioner of the Rehabilitation 
    Services Administration (RSA) on essential demographic, service and 
    outcome information. The information collected by RSA will be used to 
    evaluate the program, including the new Government Performance and 
    Results Act (GEPRA) requirements, and make recommendations to Congress. 
    It provides RSA with a uniform and efficient method of monitoring the 
    program for compliance with statutory regulatory requirements and to 
    determine substantial progress required for funding of all non-
    competing continuation discretionary grants. The respondents are State 
    Vocational Rehabilitation Agencies.
    
    Office of Postsecondary Education
    
        Type of Review: New.
        Title: Application for Strengthening Historically Black Colleges 
    and Universities Program.
        Frequency: Annually.
        Affected Public: Not-for-profit institutions; State, local or 
    Tribal Gov't; SEAs or LEAs.
        Annual Reporting and Recordkeeping Hour Burden:
          Responses: 115.
          Burden Hours: 2,106.
        Abstract: The information is required to institutions of higher 
    education designated as Historically Black Colleges and Universities 
    and Qualified Graduate Programs, Title II, Part B of the Higher 
    Education Act of 1965, as amended. This information will be used in the 
    evaluation process to determine whether proposed activities are 
    consistent with legislated activities and to determine dollar share of 
    Congressional appropriation.
