Take notice that the following application has been filed with the Commission and is available for public inspection:
a. Application Type: Recommendation Adoption for Winter Minimum Flows.
b. Project No: 405-059.
c. Date Filed: October 15, 2003.
d. Applicant: Susquehanna Electric Company.
e. Name of Project: Conowingo Hydro Station.
f. Location: On the Susquehanna River in Harford and Cecil counties in Maryland, and York and Lancaster counties in Pennsylvania.
g. Filed Pursuant to: Federal Power Act, 16 U.S.C. 791a-825r.

k. Description of Request: The licensee proposes to provide a winter flow regime, during the period of December 1 through February 28, of 3500 cfs or natural river flow (whichever is lower) with cessation of flow permitted for up to six hours followed by continuous flows of 3500 cfs or inflow (whichever is lower) for a period equal to or greater than the period of no discharge. The licensee indicates a minimum winter flow has been implemented at the Conowingo Hydroelectric station since March 1994 based upon initial study results and discussion with the Maryland DNR, however the finalized report and recommendation were not previously filed with the Commission.

Comments, Protests, or Motions to Intervene: Anyone may submit comments, a protest, or a motion to intervene in accordance with the requirements of Rules of Practice and Procedure, 18 CFR 385.210, 385.211, 385.214. In determining the appropriate action to take, the Commission will consider all protests or other comments filed, but only those who file a motion to intervene in accordance with the Commission's Rules may become a party to the proceeding. Any comments, protests, or motions to intervene must be received on or before the specified comment date for the particular application.

Filing and Service of Responsive Documents: Any filings must bear in all capital letters the title “COMMENTS”, “RECOMMENDATIONS FOR TERMS AND CONDITIONS”, “PROTEST”, OR “MOTION TO INTERVENE”, as applicable, and the Project Number of the particular application to which the filing refers.
