Delegation of Authority

    By virtue of the authority vested in me by the laws of the United 
States, including the Foreign Assistance Act of 1961, the Arms Export 
Control Act, and the State Department Basic Authorities Act of 1956, 
and the memorandum delegation signed by the President on November 4, I 
hereby delegate to John Holum, during any period in which he serves 
both in the Office of the Under Secretary of State for Arms Control and 
International Security Affairs and as Director of the Arms Control and 
Disarmament Agency, all authorities vested in the Secretary of State 
(including all authorities delegated by the President to the Secretary 
of State by any act, order, determination, delegation of authority, 
regulation or executive order heretofore or hereinafter enacted or 
issued) that have been or may be delegated or redelegated to the Under 
Secretary of State for Arms Control and International Security Affairs.
    This memorandum shall be published in the Federal Register.
