    Services Financed by USAID: Special Source Rules Requiring Procurement

    AGENCY: United States Agency for International Development (USAID), 
    IDCA.
    
    ACTION: Final rule.

    SUMMARY: USAID is amending its regulation on source, origin and 
    nationality for commodities and services financed by USAID by dropping 
    the requirement that vehicles must be manufactured by, and bear the 
    nameplates of, Chrysler, Ford or General Motors in order to be 
    considered U.S.-manufactured vehicles eligible for USAID financing. The 
    rule served little practical purpose since these are the only vehicles 
    manufactured in the U.S. that are generally available for export from 
    the United States. Foreign corporations manufacturing vehicles in the 
    U.S. are doing so for U.S. consumption. Removing the requirement 
    simplifies the rules and has no significant impact.

    SUPPLEMENTARY INFORMATION: This change is being published as a final 
    rule since the regulation is being amended to reflect a change the 
    Agency has made in its internal policy documents. However, we welcome 
    any comments from the public. This rule will not have an impact on a 
    substantial number of small entities within the meaning of the 
    Regulatory Flexibility Act, 5 U.S.C. 601, et seq. and is not a major 
    rule under 5 U.S.C. 804. This regulatory action was not subject to 
    Office of Management and Budget review under Executive Order 12866, 
    dated September 30, 1993.
