Notice of No Awards Under the FY 1996 NOFA for Technical
Assistance for the John Heinz Neighborhood Development Program
AGENCY: Office of the Assistant Secretary for Community Planning and
Development, HUD.
ACTION: Notice of No Awards under the FY 1996 Notice of Funding
Availability (NOFA) for Technical Assistance for the John Heinz
Neighborhood Development Program.

SUMMARY: For reasons set forth in the Supplementary Information section
of this document, this Notice advises the public that HUD did not award
funds under the Fiscal Year 1996 NOFA for Technical Assistance for the
John Heinz Neighborhood Development Program.

SUPPLEMENTARY INFORMATION: On August 12, 1996 (61 FR 41936), HUD
published in the Federal Register a Notice of Funding Availability
(NOFA) for Technical Assistance for the John Heinz Neighborhood
Development Program. The NOFA announced the availability of $132,978
for Fiscal Year 1996 under the John Heinz Neighborhood Development
Program, to eligible technical assistance providers to provide
technical assistance to eligible neighborhood development
organizations.
HUD was unable to select a technical assistance provider from the
14 applications received due to the fact that the applicants were
either: (1) ineligible applicants; (2) applicants that did not propose
to provide technical assistance to eligible neighborhood-based
organizations; (3) applicants that proposed to serve only a single
geographic area; or (4) applicants that did not respond to the Factors
for Award.
Therefore, no award/awards were made under the August 12, 1996
NOFA.
